It's Leslie Lamport giving the closing keynote at SCaLE a few months ago. It's title was "Coding Isn't Programming".
I really enjoyed it. And as someone mentioned in another comment, he's got a fun sense of humor. I was there in person and got to meet him and exchange a few words after, which was cool.
