It is already all but illegal to use Starlink in Russia, and given modern surveillance technologies, setting up an access point against the will of authorities might be practically impossible.

Everybody in Teheran has satellite dishes on their roof to watch illegal tv programming. You might be overestimating the efficiency of repressive authorities

My idea would be to optimise the spacing of the stars by using circle packing algorithms. Find the largest radius for which you can fit 51 circles in the rectangle, and then center the stars in the circles. That guarantees that the stars are well spaced.

Packing doesn’t necessarily make nice symmetrical things. I don’t have an image for n=51 but this [1] is for 55. Interestingly for square numbers from 49 on, the best packing is not the obvious square lattice either [2]

Exactly! And none of that would happen with LNG because natural gas is lighter than air, it would all rapidly rise into the sky and make a very pretty, and harmless, fire.

And speaking of lumber: https://bangordailynews.com/2020/07/29/news/a-scene-from-hel... (I need a better link, but basically the cars with hazardous material did not leak, and the fire was from lumber.)

Surprise surprise, Lumber is actually more dangerous than LNG! Because none of that would have happened with LNG. With LNG it all dissipates very fast.
