Does the state have any power. In Australia I think the state has power to generally zone things e.g. near a train station is high density and it is out of councils hands much to their chagrin.

States generally set the regulations that cities must follow. So they can constrain cities or choose not to.

For instance Washington State forces cities to make zoning plans that align with state housing needs. Similarly they set rules near public transit in some cases.

They aren't demanding a sale. They are just saying they can't operate in the country if they don't sell.

They have a choice to leave the country or follow the rules.

Otel is a spec. You can create your own clients/aggregators/etc.. The problem is that if nobody does it, there will be no tooling. So Otel created some tooling (and yes, it's bad) for people to use.

Some companies (ie: Datadog) are contributing to the tooling but I think most companies would rather spend dev time on their own platforms than something that anybody (competitor) can use.

From the user side, a spec isn't helpful unless it has implementations. And the official implementations are complicated compared to prometheus.

As I understand it, the tuition differential is only for public universities, not private ones. Private universities/colleges may cover the full financial need of international students if they cannot afford tuition.

Source: I was an international student and got nearly a full ride to a private SLAC.

My understanding is that even in private universities, the magnitude of financial aid available is much less for international students because of the lack of government financing in many cases

People seek agency and don't consider traffic deaths to be the same as random assaults. It's for the same reason most people think they'd do well in a fight. They value their agency and assume they would be able to prevent it.
