1. Speeding over the speed limit can be a crime. I haven't ever driven in the US and not noticed that pretty much everyone around me is over-speeding

2. Failing to pay tax on certain gifts can be a crime

If you sell something at less than its full value or if you make an interest-free or reduced-interest loan, you may be making a gift. [1]

3. If you are reading Hacker News on end instead of working for your employers who pays you, you could be stealing from them, a felony.

4. Jay-walking can a misdemeanor, and open to interpretation. Commit 3 misdemeanors and you could have committed a felony.

Seems like the most likely explanation to me. If he were arrested for being a spy, presumably the DOJ would want to showcase it.

Sounds like entrapment or he was heavily induced (by whatever) into whatever they got him for. Maybe he'll get pardoned like Ulbricht.

I can't cite any sources, but it's a given that Remote Viewing was a cover-story for a new generation of spy-sats capable of much higher resolutions. We in NATO wanted our adversaries to continue in their complacency in, e.g. parking experimental aircraft outdoors without cover.

...and also (during the Cold War) to spur the Soviets into wasting money on pointless research projects that would have otherwise gone into their military's offensive capabilities.
