Don't try to understand his tariffs in terms of rational economics or foreign policy. They are just bargaining chips he uses in order to gain leverage and open the door to bribes and concessions for his personal gain.

He is completely transactional, to the exclusion and loss of everyone but himself. You will find that those who incidentally benefit, i.e. "overtaxed" billionaires, will find his outstretched palm waiting for grease, willingly or through subtle or overt threats.

Trump's on and off tariffs and seeming capricious nature would make me want to find other partners ... even if the US were to cut a deal. You just never know.
