Developers have been LITERALLY SCREAMING into the void at the top of their lungs for a practically a decade at this point asking for this functionality.

I've literally not met a single developer who likes the behavior. I've seen in person several dozen different peers clicking that stupid checkbox when opening PRs. It seems pretty apparent that this issue is a scourge on the entire development community using Github.
I'm sure that some people who work on Github browse this site, so shot in the dark: Could you please offer some context, insight... ANYTHING about why this issue is still a thing?
