It's a made up story to scare the offenders. I would definitely do. Zero investment and has some positive impact.

The article does say that they pin pointed the potential culprits to a few seats, followed through, waited for the culprit to repeat their act and then catch him red-cameraed.

The method worked.

Of course, it worked well most likely because the angle was extreme enough to narrow it down to a small set of seats. But it is also true that cammers would not dare to record it from a well vantaged location for the fear of being called out.

I guess in this case, the method has to be told to absolve the possibility of a mole or something like that.

Also, if the public knows that one is not safe even if there are no CCTVs, then piracy may be reduced.

I am guessing someone forgot to give the police their usual taste of the action - once normal service resumes, normal service will resume.

If the film is popular, there will be reasonably filled theaters anyway (India has a billion people)

If the film is not popular, why bother.

If you want to wait for the film to run through until the theaters are empty, why bother as it will definitely end up on some streaming platform, and someone will upload a 4k quality torrent.

I don't get the appeal of these Cams in the first place. If a movie is worthwhile watching do you really want to do so in washed out shaky low res with flat audio with some bonus popcorn munching noise?

People will grab audio via assistive listening devices and patch 'em into recorders.
