Compared to ordinary IP transit, yes; but most people who need to send inordinate amounts of data settled for massive peering links with every major ISP. There's various reasons as to why - everything from the privacy risks of using P2P technology[0], to ISPs who refuse to act as Someone Else's CDN and heavily throttle BitTorrent traffic, to people in the industry who refuse to touch BitTorrent because it has too much of an association with piracy.
