But Honeypots can also also be viewed as forms of entrapment, and this can bring much of the internet when viewed as a honeypot into the context of entrapment and in some country's entrapment is illegal, ergo has the state prosecuted some people whilst ignoring the entrapment element?

A honeypot is not entrapment. Perhaps you're thinking of a sting operation?
