Based on my assumption, ChatGPT likely knows your IP address and deduces your location using IP geolocation technology, similar to ip2location.io. However, it probably does not use this information when querying its fine-tuned model. After it receives results from the model, it may reformat the response using your local context, which could include names of places.
Data source is IPinfo Lite MMDB file, which seems to be offered freely without restrictions. I'd love to offer comprehensive GeoIP attributes but I'm afraid to even ask how much the DB download of that costs... I'm working on supporting new data sets now like security CVEs, shodan integration, etc.
IP2Location LITE has free data on ZIP code and timezone for enrichment. You can consider it too.

Merchants can use FraudLabs Pro to screen orders and assess their fraud risk. To combat friendly fraud, merchants can blacklist customers to block them from making future purchases.

You can block traffic by AS effectively. In my case, I have seen a large number of crawlers from Tencent and Alibaba.
I signed up for the free AS database from IP2Location LITE and then blocked the ranges from those ASNs.

We had the same issue (people testing stolen credit card numbers) on Stripe that was close to getting us shut off for a certain credit card company. We implemented a captcha and a tool to validate email addresses (emaillistverify) and it solved the problem.
This is a very sad incident of carding attempts. You can sign up for FraudLabs Pro service and they have velocity check to prevent carding if it is from similiar browsers, IP or email addresses.
