No, you absolutely can, but you need representation. Most prisoner rights suits are started without lawyers, and the courts won't generally allow class actions without a lawyer, so there aren't many filed.

My case involved access to news and mail delivery. The mail delivery claim is left open for a future class action as the judge made an excellent ruling on it, just short of handing me victory. The person behind me can cite that persuasive ruling to bring a class action if they can find representation.

It is expensive to convert a building. Not exactly low cost, nor low income capable.

Conventional wisdom is thaty only certain office buildings can be converted to housing. The depth and shape of the building matters quite a bit. A lot of office buildings are very deep and would result in a lot of rooms/space without windows or access to natural light.

The DC area is doing a pretty good job with conversions. A lot of these midrise buildings are a good fit for this. Although the very broad midrise buildings are a poor fit.

But I wonder if we could challenge the conventional wisdom on conversions of deeper buildings. Could we come up with novel things to do with this deep interior space?

Fire codes and building codes are an impediment to modifying distance from openable windows, for bedrooms.

Novel means changing the national fire code, which was written the way it was for a reason.

I haven't played Monopoly in decades. Reason: mostly I played with family and we ended up in fights and arguments. It brought out the worst in us, we'd deceive one another, hide $500 notes when others were not looking and gloat when one's opponent was sent to jail, and so on.

Monopoly really is a nasty game, it amplifies the worst aspects of human nature.

Rubber crumbles are a base layer under astroturf.

Thus a very large number of hig h school fields have astroturf and rubber crumbles.

On pro-football broadcasts, you can occasionally see clouds of rubber dust during a tackle.

Switching from common law to civil law systems should fix a lot of that up. This wouldn't be possible, considering the amount of law that would need to be written to replace an existing common law system but it's an interesting thought experiment.
